SOUTH TAMPA - When South Tampa resident Donald Winstead drove past the LifePath Hospice South Tampa Community Resource Center recently, he noticed that its American flag looked a little shabby. That prompted Winstead to donate a new flag - one that had flown over the U.S. Capitol in honor of his 81st birthday.
LifePath arranged a July 3 flag-raising ceremony, which was conducted by the Freedom High School Junior ROTC.
A federal program allows citizens to petition to have a flag flown over the Capitol.
